Devon, in the south west corner of the United Kingdom. A county of cream teas, stunning coastlines, the beautiful wilderness of Dartmoor and, in the city of Plymouth, brutal, violent crime. DI Charlotte Savage and her colleagues are struggling to deal with a spate of assaults on young students and the police are feeling the pressure as the investigation goes nowhere.
